The lowest cost development environment is the MSP430 port of the
venerable GNU gcc compiler. The source install is available from the
mspgcc homepage on SourceForge, but a much easier path is to use the
Cross Development Kit RPM packages put together by Stephan Linz
His rpm packages make it easy to get setup using most rpm based Linux
distributions.

There are also cross development kits for the AVR and Altera soft core
NIOS
